The Canadian government celebrated the new millennium by holding a two-year circulating commemorative program that were conducted in two parts: one in 1999 and another one in 2000. All designs from 1999 feature images of Canada's past. In an open design contest called “Create a Centsation” over 33,000 designs were submitted for consideration. Each program released one design each month and each came with a unique design. This 1999 February Canada 25-Cent Original Roll contains the coin Etched In Stone Millennium Quarter. This 25-cent coin features native petroglyphs, which appear on the stones of Writing-on-Stone Provincial Park, capturing the historical heritage and spirituality of Canada. Each roll contains 40 Royal Canadian Mint issued 25-cent coins for circulation.
